## Sewer Line Repair in Glendale, CA

In Glendale the owner's responsibility runs all the way to the fitting on the City main, and the permits come from Glendale, not Los Angeles.

Sewer line repair in Glendale is governed by Glendale’s municipal code, and it puts more of the pipe on the owner than many people expect. Section 13.40.040 says every house connection, “including the wye or saddle at the sewer main,” is maintained at the property owner’s expense. [Angeleno Sewer Line Repair](/) arranges camera inspections and repairs in Glendale through licensed, bonded and insured contractor partners, who pull Glendale’s own permits for the work.

Glendale is a separate city from Los Angeles, with its own sewer system, Public Works department and building permits. The City of LA’s framework, LADBS plumbing permits, Bureau of Engineering S-Permits and LA Sanitation’s lateral rebates, does not apply to a Glendale address, even one a block from the city line.

### How far the owner’s pipe goes

Glendale’s code defines a “house connection” as the part of any sewer extending from the main in a public street or right-of-way to the private property it serves. Read together with 13.40.040, the owner is responsible for the private line on the lot, the section under the parkway and street, and the fitting where it joins the City main.

That last piece is the detail that sets Glendale apart. A wye is a branch fitting built into the main; a saddle is a fitting clamped or bonded onto the main over a tapped hole. Both sit at the bottom of the street trench, often in the middle of the road, and both can crack, separate or leak where old clay meets a newer repair. When a camera shows the defect right at the connection, a Glendale repair has to reach the main, which means a deeper excavation in the street and the traffic control and restoration that come with it. Our page on [sewer lateral repair under the street](/street-sewer-lateral-repair/) explains how that work is done.

Glendale’s code also acknowledges that some property in the city is served directly by a City of Los Angeles sewer line, and its connection permit rule carves out the Los Angeles and Burbank systems. Parcels near those borders are worth checking with Glendale Public Works before assuming which system, and which rules, apply.

### Permits: building on the lot, Public Works in the street

Glendale’s Community Development permit guidance separates the two halves of a lateral job. On the property, the “Plumbing - Sewer on Property” permit covers main sewer line repair or a new sewer line. From the sidewalk to the street, the same guidance says the work “requires a Public Works Engineering Permit (PW-ROW Excavation-Sewer),” handled at (818) 548-3945. New connections to the public sewer need a permit applied for through the Director of Public Works under Article II of chapter 13.40.

A typical Glendale repair that runs from the house to the main therefore carries two permits from two Glendale offices. If a bid mentions an S-Permit or a City of LA Bonded Sewer Contractor for a Glendale property, ask why: those belong to Los Angeles.

### Roots and City trees

Glendale’s Public Works FAQ addresses a common situation directly. When a plumber finds roots from a City tree in a lateral, the City says the cause is generally “a separation or deterioration of an old line that needs to be repaired,” and the problem can usually be solved without removing the tree. It asks owners to call Maintenance Services at (818) 548-3950 so a member of its Forestry Section can inspect the tree and the lateral, and stresses calling while the lateral is exposed. We found no published Glendale program that reimburses owners for root damage.

The mechanism the FAQ describes is the right one. Roots follow moisture to an open joint or crack; they rarely break sound pipe on their own. Cutting them clears flow but leaves the opening, so they return. Our page on [tree roots in the sewer line](/tree-root-sewer-repair/) covers when cleaning is enough and when the joint itself needs a [spot repair](/sewer-spot-repair/).

### Fans, wash and canyons

Glendale sits across two California Geological Survey quadrangles. The Pasadena quadrangle report places central Glendale on the Verdugo Wash fan and maps the liquefaction zone mainly in canyon bottoms, including Verdugo Canyon. The Burbank quadrangle report shows small areas of liquefaction zone in the Verdugo Wash area of Glendale and notes that ground water in the Glendale and Burbank areas has risen up to 10 feet above its 1944 levels. Landslide zones cover steep slopes in the Verdugo Mountains and San Rafael Hills, above neighborhoods like Chevy Chase Canyon and Glenoaks Canyon.

For most flatland laterals a few feet deep, none of this changes the repair. It matters on hillside lots, where long runs down a slope, retaining walls and tight access make trenchless options worth pricing, and near the wash, where a deep connection at the main can meet wet ground.

### Housing age

The Census Bureau’s 2020–2024 estimates put the median year built at 1957 in ZIP 91201, 1956 in 91207 and 1963 in 91205, with more than half of housing units in 91201 and 91207 built before 1960. Newer apartment construction pulls the medians later in 91203, near downtown, where the median is 1986. ZIP lines do not follow city limits exactly, and age is context rather than proof of failure. A house from the 1920s to the 1950s that still has its original clay lateral is, however, running on joints that have had decades to open.

### How a Glendale job runs

The first step is a [camera inspection](/sewer-camera-inspection/) from the cleanout all the way to the main, because in Glendale the connection at the main is part of what the owner is paying to maintain. The footage sets the scope: cleaning for a soft blockage in a sound pipe, a spot repair for one failed section, or [replacement](/sewer-line-replacement/) by the method the line allows. Lining cannot correct a sag or bridge a collapse, and bursting still needs pits at each end, so the method follows what the camera shows. If you have a report already, [how to read a sewer inspection report](/guide/how-to-read-a-sewer-inspection-report/) helps you check what it found, and the [sewer line replacement cost guide](/guide/sewer-line-replacement-cost-los-angeles/) explains what moves a budget.

If you smell sewage and cannot find the source, Glendale asks residents to call Maintenance Services at (818) 548-3950.

### Sewer line questions in Glendale

#### How much does sewer line repair cost in Glendale?

As Los Angeles-area budgeting ranges, as of October 2026: about $175–$800 for a camera inspection, $1,500–$8,000 for a spot repair, and from $5,000 to $25,000 or more for full open-trench replacement. These are planning ranges, not a quote. In Glendale, work at the main itself, where the owner is responsible for the wye or saddle, and any excavation in the street push a job toward the top of its range.

#### Who is responsible for the sewer connection at the main in Glendale?

The property owner. Glendale Municipal Code 13.40.040 says all house connections, including the wye or saddle at the sewer main, are maintained at the expense of the property owner. The code defines the house connection as the part of the sewer that runs from the main in the street or right-of-way to the private property it serves.

#### What permits does Glendale require for sewer line repair?

Glendale's permit guidance lists a 'Plumbing - Sewer on Property' permit for main sewer line repair or a new sewer line on the lot, and says any work from the sidewalk to the street needs a Public Works Engineering permit (PW-ROW Excavation-Sewer). LADBS and City of LA Bureau of Engineering permits do not apply in Glendale.

#### Will Glendale pay if a City tree's roots got into my lateral?

Glendale has no published reimbursement for that that we could find. Its Public Works FAQ says roots from a City tree usually mean an old line has separated or deteriorated and needs repair, and asks owners to call Maintenance Services at (818) 548-3950 so its Forestry Section can inspect the tree and the lateral while it is exposed.

#### Does Glendale have a sewer lateral rebate or a point-of-sale inspection?

We found neither. Glendale Water & Power's rebates cover water and energy, not sewer laterals, and LA Sanitation's lateral rebates are for City of Los Angeles ratepayers only. We found no requirement to inspect a lateral at sale. Glendale does require a plumbing permit for a sewer cap before most demolition permits are issued.
