## Sewer Repair in Pasadena, CA

Pasadena is its own city with its own house sewer code, its own Public Works permit and its own rules for lining and bursting. City of LA rules stop at the border.

Sewer repair in Pasadena follows Pasadena’s rules, not the City of Los Angeles’s. Under the Pasadena Municipal Code the property owner maintains the whole house sewer, from 24 inches outside the building wall to the City main in the street, and Pasadena Public Works requires its own permit for every repair, lined ones included. [Angeleno Sewer Line Repair](/) arranges camera inspections and repairs here through licensed, bonded and insured contractor partners who pull Pasadena’s permits.

That distinction matters more than it sounds. Many of the explanations of laterals, permits and rebates you will find online describe the City of Los Angeles. Pasadena is an independent city. LADBS plumbing permits, Bureau of Engineering S-Permits and LA Sanitation’s lateral rebates do not apply here, and a bid that talks about them for a Pasadena address has the wrong jurisdiction.

### Who owns the pipe in Pasadena

Pasadena Public Works quotes PMC 13.24.610: all house sewers “shall be maintained by the owner of the property served in a safe and sanitary condition.” The same Public Works sheet spells out the part owners tend to miss: the private house sewer “extends beyond the property line into the public street.” It is defined as the horizontal piping beginning 24 inches from the exterior wall and running to its connection with the City sewer line. The City maintains the mains, which it says it cleans annually and inspects by television citywide.

So a break under the parkway or the street is the owner’s to repair, even though the pipe is on public land. If you are not sure where your main runs, Public Works points owners to the online Pasadena Sewer Map or a copy of the plan and profile from its permit desk. Our [guide to who is responsible for the sewer line](/guide/who-is-responsible-for-sewer-line-los-angeles/) explains the general idea; in Pasadena, the boundary is the 24-inch mark at the house and the main at the other end.

### Permits: two offices, two scopes

Pasadena splits sewer permitting the way many cities do, but with its own forms. On private property, Pasadena Building & Safety’s plumbing permit application lists “Building Sewer - Install, Repair or Replace” as its own line item. In the public right-of-way, Public Works is the authority, and its house sewer sheet is blunt: a Public Works permit is required “for all sewer repairs, including the installation of a pipe liner,” whether or not anyone digs in the parkway or street.

Pasadena also sets method-specific conditions that do not exist in the City of LA:

- **Relining.** A Public Works permit for record purposes, a processing fee if there is no access pit, and a $500 construction deposit refunded after a satisfactory post-inspection. Pre- and post-lining videos go to Public Works for review, and reinstated connections at the main (“top hats”) must sit flush. Protrusions seen on the post-lining video have to be excavated and removed under a separate permit.
- **Pipe bursting.** Allowed only case by case, with HDPE or PVC, after the City reviews a pre-construction video. Public Works says bursting is “not suitable for collapsed or blocked pipes.” The permit fee matches a new house lateral, a $500 deposit applies, and an inspector should be called during the work to confirm the main is protected.

Those rules line up with what the method can physically do. A liner needs a host pipe intact enough to hold its shape and cannot correct a sag, so [sewer pipe lining](/sewer-pipe-lining/) only suits some Pasadena lines. [Pipe bursting](/pipe-bursting/) pulls a new pipe through the old path, which is why a fully collapsed or blocked line, where the bursting head and cable cannot pass, rules it out. Neither removes all digging; both still need access pits.

### Inspections at remodel and sale

We found no point-of-sale sewer inspection rule in Pasadena. A buyer’s scope during escrow is voluntary, and our page on the [sewer inspection when buying a house](/home-buyer-sewer-inspection/) covers what to ask for.

Remodels and new development are different. Pasadena Public Works says a CCTV inspection of the existing house sewer is “usually required” as a condition of development permits. Its footage must run from the nearest private cleanout to the connection at the main, show the full pipe circumference with little or no flow, and display the address, date and a running distance readout. Public Works reviews it for a flat fee, normally in three to five business days. The applicant then corrects defects such as heavy cast iron tuberculation, root intrusion, offset joints, cracks or a damaged connection at the main, by a method the City Engineer approves. That can mean partial or full replacement or a liner.

If your camera report already exists, [how to read a sewer inspection report](/guide/how-to-read-a-sewer-inspection-report/) helps you check it against that list.

### Arroyo, foothills and old bungalows

The California Geological Survey’s hazard report for the Pasadena quadrangle describes Pasadena as largely built on an older, inactive alluvial surface of sand and silty sand. It confines the liquefaction zone mostly to canyon bottoms such as the Arroyo Seco and Verdugo Canyon, notes relatively shallow ground water in the mountain canyons it examined, and maps landslide zones on the steep slopes of the San Gabriel Mountains and the San Rafael Hills. For a typical flatland house sewer a few feet down, that usually means ordinary digging conditions. Hillside lots in Linda Vista and the San Rafael area bring the slope, access and restoration questions that make trenchless methods attractive, subject to Pasadena’s conditions above.

Housing age is the bigger factor. The Census Bureau’s 2020–2024 estimates put the median year built at 1938 in ZIP 91104, which covers Bungalow Heaven and much of northeast Pasadena, with about 52 percent of homes built before 1940. The median is 1955 in 91107 and 1958 in 91103. ZIP lines do not match city limits exactly, and age is context, not a diagnosis. Still, a prewar bungalow with its original lateral is running on clay or cast iron close to a century old, often under a mature parkway tree. Pasadena’s own list of root-aggressive species includes sycamore, elm, ash and maple. Our page on [tree roots in the sewer line](/tree-root-sewer-repair/) explains why roots find joints and why cutting them buys time rather than a fix.

### How a Pasadena job runs

It starts with a [camera inspection](/sewer-camera-inspection/) from the cleanout to the main, recorded to the standard Pasadena Public Works asks for, so the same footage can serve a permit review later. The footage decides the scope: cleaning for a blockage in a sound pipe, a spot repair for one bad section, or replacement by the method the line allows. Work past the property line falls under the Public Works permit, and our page on [sewer lateral repair under the street](/street-sewer-lateral-repair/) explains what that work involves. For budgeting, the [sewer line replacement cost guide](/guide/sewer-line-replacement-cost-los-angeles/) sets out Los Angeles-area ranges and what pushes a job up or down.

If sewage is coming up from a manhole rather than your cleanout, the problem is in the City main. Pasadena asks residents to report it through its Citizen Service Center at 626-744-7311.

### Sewer line questions in Pasadena

#### How much does sewer repair cost in Pasadena?

As Los Angeles-area budgeting ranges, as of October 2026: about $175–$800 for a camera inspection, $1,500–$8,000 for a spot repair, and from $5,000 to $25,000 or more for full open-trench replacement. These are typical ranges for planning, not a quote. Pasadena's own Public Works permit, the $500 construction deposit it requires for lining and bursting, and any work in the street sit on top of the construction cost.

#### Who is responsible for the sewer line under the street in Pasadena?

The property owner. Pasadena Municipal Code 13.24.610 makes owners responsible for maintaining all house sewers, and Pasadena Public Works defines the house sewer as the piping from 24 inches outside the building wall to its connection with the City sewer main, which is usually in the middle of the street. The City maintains the main itself.

#### Do LADBS permits or LASAN rebates apply in Pasadena?

No. Pasadena is a separate city. Sewer work is permitted by Pasadena, not by LADBS or the City of LA Bureau of Engineering, and LA Sanitation's lateral rebates are for City of Los Angeles sewer ratepayers. We found no Pasadena rebate for private house sewers.

#### Can a Pasadena house sewer be lined instead of replaced?

Pasadena Public Works allows relining under a Public Works permit with a $500 refundable construction deposit, and requires pre- and post-lining videos for City review. Whether a particular line can be lined still depends on the camera: collapsed sections and bellies are not lining jobs. Pasadena allows pipe bursting only case by case and says it is not suitable for collapsed or blocked pipes.

#### Does Pasadena require a sewer inspection when selling or remodeling?

We found no point-of-sale sewer inspection requirement in Pasadena. For development permits, Pasadena Public Works says a CCTV inspection of the existing house sewer is usually required as a condition, and the owner must correct the defects it reveals using a method the City Engineer approves.
