Sewer line repair in Silver Lake, Echo Park and Los Feliz starts with a question that flat neighborhoods rarely ask: is the house above or below the sewer it drains to? [Angeleno Sewer Line Repair](/) covers private sewer laterals across all three neighborhoods, from the flats along Sunset Boulevard to the stair streets of Elysian Heights and the Franklin Hills, with the work performed by licensed, bonded and insured contractor partners. On these hillsides the answer to that question shapes both the risk of a backup and the route a new line can take.

All three are part of the City of Los Angeles. LA Sanitation makes the property owner responsible for the entire lateral, from the house to the City main in the middle of the street, and City permits apply on both sides of the property line.

### Some of the oldest housing in the City

The Census Bureau’s 2020–2024 estimates put the median year built at 1945 in ZIP 90026, which covers Echo Park and much of Silver Lake, with about 46 percent of housing units built before 1940. In 90039 the median is 1952 and about 41 percent of units are prewar. In Los Feliz 90027 the median is 1957 and about 31 percent of units predate 1940. The State’s hazard report for the Hollywood quadrangle notes that hillside residential development in this part of the city began in the 1920s.

A house from that era that still has its original lateral is running on pipe close to a century old, often with the drain under the house and the line in the yard dating from different decades. Age does not prove failure, and some old lines still film well. It does mean a recurring backup here deserves a [camera inspection](/sewer-camera-inspection/) before anyone recommends a fix.

### Houses above the street and houses below it

On a hillside block, homes on the uphill side drain down toward the street, often through a long, steep lateral. Homes on the downhill side may sit with their lowest floor below the level of the sewer in the street. That second group raises a specific question.

LADBS guidance, based on section 710.1 of the plumbing code, requires an approved backwater valve on drainage serving fixtures on a floor located below the elevation of the next upstream manhole cover of the public sewer. The valve closes automatically when sewage flows the wrong way, so an obstruction in the main does not empty into the lowest bathroom in the house. Fixtures on floors above that elevation must not drain through the valve, which is why a downhill house with two levels can end up with the lower floor protected and the upper floor bypassing it. Installing a valve needs an LADBS permit, and a valve needs periodic checking to keep working.

Whether a particular house falls under that rule is a matter of measured elevations, not appearances. If a lateral is being replaced on a downhill lot, it is the right moment to settle the question, because the valve is usually set into the new line near the house.

### Laterals under stairs, walls and decks

On the uphill side, the problem is usually what is on top of the pipe. Prewar hillside lots were built out over decades, and a lateral that once ran under open ground may now pass beneath concrete stairs, a retaining wall, a terraced garden or a deck. Each of those turns a simple trench into demolition and rebuilding, and a retaining wall is not something to undermine casually.

That is where the method decision gets serious. [Pipe bursting](/pipe-bursting/) can pull a new pipe beneath a structure between a pit on each side. [Lining](/sewer-pipe-lining/) can rehabilitate a cracked or root-invaded line from a cleanout, provided the pipe is open enough to cure inside. Neither corrects a sag, and lining cannot cross a collapsed section. Sometimes the best answer is not to follow the old path at all but to route a new line around the structure, which trades a longer run for leaving the wall alone. The [trenchless repair](/trenchless-sewer-repair/) page explains what each method can and cannot do.

### What the ground does here

The California Geological Survey’s Hollywood quadrangle report covers Los Feliz, Silver Lake and Echo Park, and notes that the Silver Lake Reservoir sits in the Elysian Hills. It says the combination of dissected hills and weak rocks has locally produced abundant landslides, though only about 5 percent of that quadrangle is in an earthquake-induced landslide zone because so much of it is flat. The Los Angeles quadrangle report, which takes in the Elysian Hills to the east, likewise puts about 5 percent of its area in a landslide zone, concentrated where weak rocks and steep slopes occur together.

Both reports place liquefaction zones mainly in canyon bottoms and the Los Angeles River floodplain rather than on the hills, and both say no historical liquefaction has been reported in their quadrangles. The Hollywood report adds that sediments on shallow, impermeable bedrock in drainages can stay saturated for long periods, especially in wet seasons. A dig at the bottom of a canyon street in winter can therefore meet wet ground well above the pipe.

None of that describes any single lateral. It does mean an open trench across a slope, or beside a retaining wall, should be planned with stability in mind, and it is one more reason trenchless methods get a close look here.

### The street section on narrow hillside streets

If the camera shows the lower lateral under the street has failed, that part needs a Bureau of Engineering S-Permit issued to a City Bonded Sewer Contractor, with City inspection before it is covered. On a narrow, steep street, closing a lane for an excavation may mean closing most of the street, and equipment access is tight. Where the City inspector finds lining feasible, it can reduce the dig in the right-of-way, with City-reviewed video before and after. The [street lateral repair](/street-sewer-lateral-repair/) page covers how that work is permitted and run.

### People who rent and owners

Many residents here rent. The Census estimates put owner-occupancy at about 24 percent in 90026 and 20 percent in 90027, and about 63 percent of units in 90027 are in buildings of five or more units. Responsibility for the lateral sits with the property owner regardless of who lives there, so residents report backups to the owner or manager. For a sewage backup in progress, the [backup guide](/guide/sewer-backup-what-to-do/) covers the first steps, and backups that come from the City main go to LA Sanitation’s 24-hour line at 1-800-773-2489.

### How a job runs in Silver Lake, Echo Park and Los Feliz

It starts with a camera inspection from the cleanout, with defects located and depths marked on the surface, and, on a downhill lot, a check of elevations against the street. From that the scope is set: a section repair, a lined or burst replacement, a re-route, or an excavated replacement where slope has to be corrected. Private-side work, including any backwater valve, is permitted through LADBS. The post-repair video is worth keeping for LA Sanitation’s rebate program and for any future buyer.

### Sewer line questions in Silver Lake, Echo Park & Los Feliz

#### How much does sewer line repair cost in Silver Lake?

Silver Lake, Echo Park and Los Feliz use the same Los Angeles-area budgeting ranges as the rest of the City: about $175–$800 for a camera inspection, $1,500–$8,000 for a spot repair, and from $5,000 to $25,000 or more for full open-trench replacement, as of October 2026. Steep access, a line under stairs or retaining walls, and work in a narrow hillside street push a job toward the top of its range.

#### My house is below the street. Do I need a backwater valve?

Possibly. LADBS guidance, based on California Plumbing Code section 710.1, requires an approved backwater valve on drainage serving fixtures on a floor below the next upstream manhole cover of the public sewer, and fixtures on floors above that level must not drain through the valve. Installing one needs an LADBS permit. Whether your house qualifies depends on measured elevations, not just on how the lot looks from the street.

#### Can a sewer line under stairs or a retaining wall be replaced without tearing them out?

Often, using pipe bursting or lining from access points on either side. Neither method suits every line: lining needs an open pipe and cannot cross a collapse, and neither corrects a sag. Sometimes the better answer is a new route around the structure rather than through it. The camera finding and a located, depth-marked line come first.

#### Who pays to repair the sewer line under a steep street in Echo Park?

The property owner. In the City of Los Angeles the owner is responsible for the whole lateral, including the part under the street out to the City main. That section needs a Bureau of Engineering S-Permit issued to a City Bonded Sewer Contractor. Backups from the City main itself go to LA Sanitation's 24-hour line at 1-800-773-2489.

#### Does landslide risk affect sewer work on a Silver Lake hillside?

It can affect how a dig is planned. The California Geological Survey's Hollywood quadrangle report says dissected hills and weak rocks have locally produced abundant landslides, and it zones parts of the hillsides for earthquake-induced landslides. A zone does not mean a slope is moving, but an open trench across a slope or near a retaining wall should be planned with that in mind.
