## Sewer Line Repair in Mar Vista, Venice & Palms, CA

Westside laterals where the part under the street, and how it gets put back, often decides the method more than the pipe on the lot.

Sewer line repair in Mar Vista, Venice and Palms often comes down to the few feet of pipe under the street. [Angeleno Sewer Line Repair](/) works on private laterals across this part of the Westside, from the postwar streets of Mar Vista to the walk streets and canals of Venice and the apartment blocks of Palms. All three are inside the City of Los Angeles, so the owner is responsible for the whole lateral, out to the main in the middle of the street, and the City’s permits apply on both sides of the property line.

What makes the Westside distinct is how much of the cost and the method is decided in the public right-of-way, and how quickly the rules change when you cross into a neighboring city.

### Start with the jurisdiction

The City of Los Angeles borders Santa Monica and Culver City on several sides here, and Marina del Rey, which the California Geological Survey describes as Los Angeles County land, sits beside Venice. A Venice or Mar Vista mailing address does not by itself mean a City of LA parcel. Each of those jurisdictions runs its own permits and inspection, and nothing on this page about LADBS, the Bureau of Engineering or LA Sanitation rebates applies outside the City. Check the parcel before you collect bids.

### The street section is where the money goes

Inside the City, the part of the lateral from the property line to the main needs a Bureau of Engineering S-Permit issued to a City Bonded Sewer Contractor, with City inspection. If that work removes asphalt, the Bureau’s fee rules allow a Street Damage Restoration Fee based on whether the street is classified as major or local and how long ago it was resurfaced or reconstructed. A separate slurry seal fee applies where slurry seal was placed within the last two years. If the street is concrete pavement, there is no restoration fee, but the owner pays for replacing the full slab.

On a quiet residential block that is a manageable add-on. On Venice, Lincoln, National or Centinela, the same few feet of pipe can bring traffic control, peak-hour work restrictions and a restoration bill out of proportion to the length of pipe. That is the real Westside decision: whether the [street section](/street-sewer-lateral-repair/) has to be opened at all, or can be rebuilt from pits.

### Trench or trenchless under the street

Both trenchless methods are allowed in the City right-of-way, and both come with conditions. [Pipe bursting](/pipe-bursting/) must be done by a Bonded Sewer Contractor with camera inspection before and after, and the City’s street restoration fees still apply. Lining also needs before-and-after video, and the Bureau’s procedures say a City inspector will assess the lateral and decide whether lining is feasible. A collapsed section rules lining out, and neither method corrects a belly, which needs the grade rebuilt by excavation.

So the order of operations matters. A [camera inspection](/sewer-camera-inspection/) locates each defect against the property line. If the damage is all on the private side, the street may not need to be touched. If the lower lateral has failed, the footage tells you whether [trenchless repair](/trenchless-sewer-repair/) is realistic or whether a conventional [excavation](/sewer-line-excavation/) is the honest answer. The [pipe bursting vs lining guide](/guide/pipe-bursting-vs-pipe-lining/) compares the two methods in detail.

### Coastal soils and groundwater

The Survey’s hazard report for the Venice quadrangle describes Venice as having been developed as a series of excavated canals behind the barrier beach, and places the liquefaction zone along the Ballona Creek lowlands, Marina del Rey, the Venice plain and the beach. Its Beverly Hills report, which covers Mar Vista and Palms, describes the deposits from the Ballona Gap west to Venice as alternating beds of clay, silt and fine to medium sand, with soft clay and silt near the surface in the younger alluvium of the lowlands near Ballona Creek, and records historically shallow groundwater along its southern edge and at the beach.

For most laterals, a few feet down, this does not change the pipe. It does change the hole. Loose, wet ground near the canals or the beach stands up poorly in a trench, and federal rules require a protective system for any trench 5 feet or deeper that workers enter, unless it is cut entirely in stable rock. A deep connection in soft coastal soil may need shoring and dewatering, and a bid should say how it will handle both. That is another reason trenchless methods get a hard look near the coast.

### Housing age and street trees

Census Bureau estimates for 2020–2024 put the median year built at 1967 in ZIP 90066, in Mar Vista, where about 35 percent of units date from 1940 to 1959. In 90291, covering Venice, the median is 1959 and about 26 percent of units predate 1940. In Palms, ZIP 90034, most homes are in buildings of five or more units. A lateral original to a 1950s Mar Vista house is now roughly 70 years old. That alone does not mean they have failed, but it is reason to film a line before deciding anything.

The StreetsLA tree inventory lists southern magnolia as the most common street tree in the Mar Vista area, with jacaranda, sweetgum and Indian laurel fig also common, and the Mexican fan palm as the most common in Venice. Roots enter through joints that already leak. StreetsLA’s policy puts lateral repair and associated tree costs, including root pruning, on the owner; the [tree roots page](/tree-root-sewer-repair/) explains the options.

### How a job runs on the Westside

Confirm the parcel’s city, then run the camera. Private-side work in the City of LA is permitted through LADBS; street work goes under the BOE S-Permit, and the City inspects before anything is covered.

When bids come in, ask each one to price the private section and the street section separately, to say whether the street is asphalt or concrete, and to state who pays the City’s restoration charges. Two bids that look far apart often differ mostly in how they treat the street. The [quote comparison guide](/guide/how-to-compare-sewer-repair-quotes/) lists what else to check. The [cost guide](/guide/sewer-line-replacement-cost-los-angeles/) covers how the street section changes a budget, and LA Sanitation’s rebate program asks for the City-signed final permit and the post-repair video.

### Sewer line questions in Westside: Mar Vista, Venice & Palms

#### How much does sewer line repair cost in Mar Vista, Venice or Palms?

The Westside uses the same Los Angeles-area budgeting ranges as the rest of the City: about $175–$800 for a camera inspection, $1,500–$8,000 for a spot repair, and from $5,000 to $25,000 or more for full open-trench replacement, as of October 2026. Work under a major street, a recently resurfaced street or concrete pavement, and wet ground near the coast push a job toward the top of its range.

#### I live near Venice but my bill says Santa Monica or Culver City. Whose rules apply?

Whichever city the parcel is actually in. Santa Monica and Culver City are separate cities that issue their own permits, and Marina del Rey is Los Angeles County land. The City of LA rules on this page, LADBS for the private side and the Bureau of Engineering S-Permit for the street, apply only inside the City of LA.

#### Why does the street section cost so much more than the yard?

Because the owner pays for everything the dig disturbs. Under a City S-Permit, a cut in asphalt can carry a Street Damage Restoration Fee set by the street's classification and how recently it was resurfaced, and work in concrete pavement means full slab replacement. Add a Bonded Sewer Contractor, traffic control and City inspection, and the street part of a lateral often costs more per foot than the private part.

#### Can the part under the street be done without digging up the road?

Sometimes. Pipe bursting and lining are both permitted in the right-of-way under an S-Permit, with City camera inspection before and after, and they need pits or access points rather than a trench across the lane. A City inspector decides whether lining is feasible, a collapse rules it out, and neither method corrects a sag.

#### Is groundwater a problem for sewer digs in Venice?

It can be. The State's hazard reports describe the Venice lowlands and the Ballona Creek area as young, often saturated silt, clay and sand with historically shallow groundwater. Most laterals sit a few feet down, but a deep connection near the canals or the beach can meet soft or wet ground, which affects shoring and may need dewatering.
